Security forces perceived a threat in a complaint regarding the illegal demolition of houses in Kuban
Krasnodar Krai police issued a warning against "extremist" behavior and actions to a resident of the Anapa district, whom law enforcement officials believe is the organizer of a collective appeal to Putin.
A copy of the notice was published on his Telegram channel by Krasnodar City Duma deputy Alexander Safronov. The police officer who sent it concluded that the video recording itself, in which "approximately 60 people speak out about problematic social issues," bears the hallmarks of a "public event."
Such public events "may lead to destabilization of the operational situation," the document states. The warning was addressed to Vyacheslav Anikin, whom the Krasnodar Ministry of Internal Affairs considers "the organizer of the video messages," Safronov reported today on his Telegram channel.
"Instead of addressing the situation, the Ministry of Internal Affairs decided to go and scare activists about the unacceptability of extremism! I'm outraged! What kind of extremism can there even be here? People gathered and recorded a statement, and now they're being pressured and intimidated," the deputy wrote.
On December 9, the "Makovozovy" Telegram channel, which has over 33,000 subscribers, published a video message from landowners in the Anapa district. They explained that after changes to Anapa's general plan in 2021, the land beneath their homes was reclassified as particularly valuable agricultural land. Now, the district administration is filing lawsuits to demolish the houses due to "illegal" construction. By 8:00 PM Moscow time, the video had garnered 25,000 views and 110 comments.
About 60 people participated in the video message, holding signs that read, "Help! They're depriving us of our only home. Lawlessness!", as well as signs with the names of districts: "Vityazevo," "Romashka," and others.
"We represent the landowners affected by the Anapa city general plan. These are thousands of citizens of the Anapa district, including both ordinary citizens and veterans. Everyone risks being confined to the boundaries of the village, with the right to use only their vegetable gardens, but not to build their own homes. For many, this is their only home. The administration is filing groundless lawsuits to demolish their houses. The regional prosecutor's office is denying residents the protection of their rights. We are facing exorbitant fines, 20,000 rubles per day, as ordered by the court," a local resident said in a video message.
Those gathered emphasized that the Investigative Committee has already opened a criminal case to protect the rights of residents of the Anapa District. Moreover, the Supreme Court of the Russian Federation, in two rulings, declared the actions of the district administration illegal.
"This land, these houses—that's all we have. The owners are pensioners, large families, and the disabled. Krasnodar Krai Governor Kondratyev promised not to demolish the houses in 2024. He didn't keep his promise, and the demolition continues. The administration continues to sue the district residents. Help! Anapa's general plan is erasing not houses, but destinies," the protesters said.
On December 11, the head of the Russian Investigative Committee, Alexander Bastrykin, requested a follow-up report on the circumstances, investigative actions, and results of the criminal investigation. The Investigative Committee's central office is overseeing the implementation of Alexander Bastrykin's request, Kommersant reported.
The " Caucasian Knot " also reported that landowners in the village of "Burevestnik" in the Tuapse District appealed to Russian President Putin to arrange a meeting with Kuban Governor Kondratyev regarding the decisions to demolish their homes. They stated that they should not be held accountable for officials' mistakes.
