Lawyers stress PO's right to challenge the appointment of Kadyrov's son to ministerial post

The Civil Service Law provides for the need for higher education in order to hold the position of minister; the Prosecutor's Office (PO) can eliminate the discrepancy on their own initiative or at citizens' request. Lawyers stated this when commenting on the appointment of Akhmat Kadyrov to the post of Minister of Youth Affairs. The work for Kadyrov's son will be done by his deputies and assistants, and in today's Chechen realities it would be surprising if he wasn't granted a high post, an expert on the Caucasus has emphasized.

The "Caucasian Knot" has reported that in November 2023, the 18-year-old son of the head of Chechnya, Akhmat Kadyrov, was appointed deputy minister for physical culture, sports and youth policy of Chechnya. According to the law, such a post cannot be occupied by a person without a completed higher education, lawyers then pointed out. On February 17, 2024, Magomed Daudov, the Speaker of the Chechen Parliament, announced that Akhmat Kadyrov had been appointed Minister of Youth Affairs.

The PO can eliminate the violations of the Civil Service Law, Timofei Shirokov, a lawyer, has noted. However, he did not rule out that "there may be ways around it."

Ruslan Kutaev, the President of the Assembly of Caucasian Nations, who had worked in power bodies since Soviet times, could not recollect any other appointment of such young people without higher education to such high posts.

Let us recall that earlier, this January, the 24-year-old daughter of Ramzan Kadyrov, Khadizhat, was appointed first deputy head of the administration of the head and government of Chechnya, and she was entrusted with overseeing the social block.
