PACE delegation will not observe election of Russian president in Chechnya

The situation in the republic is still "extremely difficult", said the head of the delegation of the Council of Europe's Parliamentary Assembly, Rudolf Bindig. Members of his delegation will work only in Moscow and Saint Petersburg during the March 14 presidential election, noted Mr Bindig.
