According to Vladimirov, it is important not only to ensure fuel availability but also to prevent "unjustified price increases"; therefore, he announced that an agreement is being prepared, "which will allow regional gas station networks to purchase fuel directly from the refineries of vertically integrated companies." It is expected that this will help reduce the impact of exchange purchases on the final fuel price.

In addition, the governor added that an agreement is planned to be concluded soon with an unnamed large private company operating in the fuel market of Stavropol. This agreement provides for a markup limit of no more than 6%.
