The Investigative Committee rejected 15 complaints about the torture of Eldar Kyulbyakov.

Stavropol investigators refused 15 times to initiate a criminal case regarding the torture of local resident Eldar Kyulbyakov. The case of theft, which Kyulbyakov confessed to under torture, will be reconsidered by the court.

As reported by "Caucasian Knot", in the spring of 2026, the Pregrany District Court of Stavropol Krai sentenced Eldar Kyulbyakov, who accused law enforcement officers of electric torture, to four years in a penal colony, finding him guilty of theft. According to Kyulbyakov's father, who was accused of theft, the court was artificially delayed, and the prosecution behaved rudely.

The Investigative Committee for Stavropol Krai issued its fifteenth ruling refusing to initiate a criminal case based on the complaint of torture against Eldar Kyulbyakov. The rulings, which are repeatedly canceled and reissued, contain the same wording, reported “Team Against Torture” on September 16.*

Investigators claim that a "comprehensive list of verification activities" has been conducted regarding Kyulbyakov's torture complaint; according to human rights defenders, this phrase appears in at least ten of the fifteen refusal rulings. The rulings are canceled after complaints or appeals from lawyers and Kyulbyakov's father, but are then reissued "with almost identical wording."

Kyulbyakov's father and his lawyers intend to appeal to the head Alexander Bastrykin to transfer the investigation materials "to a higher level," specifically to the third special department for investigating official crimes in Rostov-on-Don, as noted in the Telegram channel of KPP.*

The sentence for theft issued to Eldar Kyulbyakov was canceled by the Stavropol Regional Court, and his case has been sent for reconsideration, human rights defenders noted.
