Displaced persons from Chechnya complained about housing problems in Ingushetia.

Residents of Ingushetia who were displaced from Chechnya recorded a video message to the head of the Investigative Committee, Alexander Bastrykin, asking him to pay attention to their unresolved housing problems and hold officials accountable.

As reported by "Caucasian Knot", in December 2024, residents of Ingushetia displaced from Chechnya asked the authorities to resolve their housing issues by the 30th anniversary of the First Chechen War - to conduct indexing of payments or restore the status of forced displaced persons.

The video message from the forced displaced persons in Ingushetia was published today by the Telegram channel Za.Magas, which has over a thousand subscribers. In the video, about twenty residents of Ingushetia address the head of the Investigative Committee, Alexander Bastrykin, stating that their housing problems remain unresolved.

"The public association of forced displaced persons, citizens affected in the Chechen Republic, living in Ingushetia are still not provided with housing. 2105 families have been excluded from the consolidated lists," the people in the video say.

According to the Telegram channel, an appeal has been sent to the Investigative Committee of the Russian Federation from the Public Association of Forced Displaced Persons from Chechnya in Ingushetia. The appeal contains a request to check the implementation of the state program for providing housing to forced displaced persons.

In 2020, 176 families were listed as in need, while in 2021-2026, funds were allocated for 1200 families. The displaced persons requested a check regarding the legality of increasing the number of families and the use of allocated funds, and based on the results of the check, to give a legal assessment of the actions of responsible persons and take measures if necessary.

"We implore you and very much hope for your principled stance that you will take up this issue and pay attention to what is happening in Ingushetia," the gathered people said in conclusion of the appeal.

On February 15, 2024, an initiative group of deputies from the faction "Fair Russia - Patriots - For Truth" submitted a draft federal law No. 553605-8 to the State Duma. The draft law proposed "to local self-government bodies to provide citizens who were forced to leave the Chechen Republic and are in need of housing with social payments for its acquisition, deducting previously received amounts of monetary compensation for lost housing." This draft law was rejected by the decision of the Russian government, as stated in the message.

Back in July 2014, the then head of Ingushetia Yunus-Bek Yevkurov met with refugees and forced displaced persons in Karabulak and ordered to resolve their issues within a month. The authorities of Chechnya also joined the resolution of the problem of forced displaced persons in Ingushetia. In August 2014, some families living in temporary accommodation who wished to return to Chechnya received keys to apartments in Grozny.

The authorities of Ingushetia will complete the provision of housing to forced displaced persons from Chechnya in 2016, the then head of Ingushetia Yunus-Bek Yevkurov reported at a meeting with Vladimir Putin in Moscow in May of that year. After that, forced displaced persons from Chechnya began to form a public association to fight for housing from the state, and by June 30, 2020, about 400 families had joined it, the head of the association Madina Dzortova told the "Caucasian Knot".

In February 2018, about 200 forced displaced persons from Chechnya complained that they had lost their refugee status and the right to housing in Ingushetia, receiving meager compensations. The head of Ingushetia explained their difficulties by amendments to federal legislation. People were offered to independently challenge these amendments in the Constitutional Court, and on March 18, 2019, the court recognized as unconstitutional the provision that forced displaced persons from Chechnya who received monetary compensations do not have the right to housing.
