Residents of Donetsk appealed to Bastrykin due to the dug-up main road.

For hundreds of residents of the village of Yuzhny in the Aksai district, the dug-up main road means the loss of the only normal route to their homes, school, kindergarten, shops, and public transport stops. Not receiving a response from regional authorities, they wrote an appeal to the head of the Investigative Committee.

According to residents, their families have literally been cut off from the usual infrastructure due to the closure of the main road, and it is simply impossible to drive on the other road.

A video appeal from local residents was published by "Bloknot Rostov" on its page on "VKontakte". The group has over 27,000 subscribers, and the publication had over 700 views by 18:20 Moscow time.

"On July 20, 2026, the main road on French Street was dug up, through which we could reach the kindergarten, school, shop, and transport interchange. Now we are left in a deadlock. There is no alternative road here. What the administration calls an alternative road is simply unfit: there is no lighting, no surface," local residents complain.

Landowners, through whose land the road has passed for many years, also claim their rights. One landowner, on whose land the road is now laid, asserts that his rights were violated long before the current conflict.

"In the cottage village of Yuzhny, we faced a blatant fact. In the middle of my own plot, designated for individual housing construction, an asphalt road was laid. In addition, a transformer substation was installed on the plot. I ask you to take measures," he demanded.

Thus, today the dispute has effectively divided the residents of the village: some demand to preserve the possibility of passage, while others insist on protecting their property rights. There are more than 400 plots in the village, but there is no official road. According to residents, there is currently a lack of both transport and pedestrian accessibility.

"There are more than 400 land plots in the cottage village of Yuzhny. Ordinary people live here, large families, citizens who received housing from the state, disabled people, orphans. At the same time, there are no land plots with a permitted use for a road in the village," a local resident said.

According to residents, in the spring they already appealed to supervisory authorities, but they received a response that there were no grounds for the prosecutor's office to participate in the specified process. The situation is particularly difficult for families with small children.

"Now the road is completely dug up. It is impossible to drive on it or walk with a stroller. The alternative route is unfit - full of pits and dirt," says one resident. "I have 14 children, eight of whom study: four schoolchildren and four students. The so-called alternative detour will increase the distance for the children by about four times. We specifically checked this on video today. One of my children is going to the first grade," another resident exclaimed.

The new route raises concerns not only due to the distance but also because of the lighting of the road and its remoteness from people.

The problem of the lack of communication in the village was reported on July 21 by the Telegram channel Privet-Rostov.ru.

At that time, due to the dug-up main road, the ambulance could not reach its destination, which posed a significant risk to the health of those in need of urgent assistance.

Today, the head of the Investigative Committee of Russia, Bastrykin, requested a report on the residents' appeal regarding the lack of proper transport accessibility, the press service of the agency reported on its Telegram channel.

"Citizens report that in the village, where there are more than 400 land plots, including those allocated to large families, there is a lack of proper transport accessibility. This complicates the passage of people to their homes, as well as emergency vehicles to the plots. The road that was previously used for passage is privately owned, which is why citizens are offered to buy the land plots through which it passes or pay for passage."

The agency's message notes that repeated appeals from applicants to authorized bodies have not yielded results. An investigative check is being conducted by the investigative authorities in the Rostov region regarding this matter.

"Caucasian Knot" also reported that residents of the village of Krasny Krym in the Myasnikovsky district of the Rostov region complained that there has been no water in their homes for a week, and officials cannot provide a timeline for its resumption.
