Victims of special operations will get 13 million roubles in Dagestan

The government of Dagestan has allotted 13 million roubles to compensate the damage caused by three counterterrorist special operations.

These special operations were conducted this year on May 12 in Khasavyurt in Sheikh Mansur Street, on September 17 in Novy Sulak settlement and on September 20-21 in Makhachkala in Magidov Street.

A specialist from the Service of Emergency Situations (SES) of Dagestan has reported that under the new legislation the government of Dagestan bears no financial responsibility for any loss of property as a result of conducted special operations.

The "Caucasian Knot" correspondent went to the government of Dagestan for comments.

"Formally, the SES representatives are right, since the funds to compensate for lost housing facilities, completely or partially destroyed houses and loss of property as a result of counterterrorist special operations should be allotted from the Federal Budget. This legal norm is stipulated by Articles 18-19 of the Federal Law "On Counteracting Terrorism" of February 28, 2006. However, the procedure of making these payments has not been stipulated yet. People need to live through the winter and they cannot wait until a respective bylaw is passed by the RF Government or a ministerial order is adopted. Therefore, President Mukhu Aliev has charged the Republic's government to find and allot funds for compensations," Ummupazil Omarova, First Vice-Premier of the government of Dagestan, has said.
