Chechen Mansur Movlaev complains about being tortured by law enforcers in Kyrgyzstan

The National Centre of the Kyrgyz Republic for the Prevention of Torture received a complaint about torture in a SIZO (pre-trial prison) of Mansur Movlaev, a native of Chechnya. A court in Bishkek did not specify where it decided to deport Mansur Movlaev, who fears persecution by the authorities of Chechnya. This was reported by an advocate of the Chechen native.

The “Caucasian Knot” has reported that on October 4, the court sentenced Mansur Movlaev to six months in prison and subsequent deportation from Kyrgyzstan for illegally crossing the border.

In August, the police detained in Kyrgyzstan Mansur Movlaev, who was wanted in Russia in a case on financing extremist activities. Human rights defenders note that activists from Russia have often been recently detained in Kyrgyzstan under various pretexts, while the country’s authorities very rarely grant refugee status.

A complaint about the use of violence against Mansur Movlaev has been sent to the National Centre of the Kyrgyz Republic for the Prevention of Torture and Other Cruel, Inhuman, Degrading Treatment or Punishment, reports advocate Bakyt Avtandil. According to him, the case materials contain no specific justifications on the part of the Russian police for the extradition of Mansur Movlaev.

According to the advocate, Kyrgyz law enforcement officers “need him to simply be expelled from the country,” although the decision to expel Mansur Movlaev does not necessarily imply his deportation to Russia.

Mansur Movlaev complained about torture on October 31 at a court hearing where it was planned to consider his appeal, the “Radio Azattyk” reports.
