ECtHR awards compensations for suffered torture to natives of Southern Russia

The European Court of Human Rights (ECtHR) in Strasbourg has ordered Russian authorities to pay compensations to the natives of Dagestan, Ingushetia, Karachay-Cherkessia, Krasnodar Territory and Chechnya, who had suffered from torture. The decision was made amid Russia's refusal to enforce ECtHR's decisions.

In all the cases, the ECtHR has found an improper inquiry conducted by Russian authorities, the "Kavkaz.Realii"* project has informed.

The Court has obliged Russian authorities to pay EUR 26,000 to Lom-Ali Elbiev, who was the head of a municipal enterprise in Grozny. In February 2017, he was detained, beaten up and forced to confess to embezzlement. Elbiev was released on condition of paying 28 million roubles. He paid a part of the amount, after which he left Russia in March 2017.

The ECtHR has awarded compensation of EUR 52,000 to Timur Debishev, an actor of the Grozny Russian Drama Theatre, who in 2018 stated that he had been tortured by law enforcers.

The Court has also awarded EUR 52,000 to each of the following natives of Ingushetia: Albert Khamkhoev, an athlete, and Abdul-Malik Albagachiev, who were sentenced to freedom deprivation despite their applications about torture.

The ECtHR has awarded EUR 26,000 to each of the following persons: Denis Karimov from Karachay-Cherkessia, whom law enforcers tortured in Gelendjik with a stun gun, demanding to confess to committing a theft; Ibragim Yangulbaev from Chechnya; Denis Murdalov, who in October 2012 was detained by law enforcers in Krasnodar and subjected to torture; and Omar Murtazaliev, a resident of Dagestan, who was tortured by law enforcers in March 2017, demanding to confess to involvement in an illegal armed formation (IAF).
