Rights defenders report that Ingush graduates are forced to receive summonses

When they received their diplomas, graduates of a number of state colleges in Ingushetia, were also given summonses for the military service; protocols were drawn up against those who refused to receive them, the "Memorial" Centre for Human Rights Defence has informed.

When issuing diplomas, graduates are forced to sign summonses for the army service or refusals to receive them, for which administrative and criminal liability is provided.

A source of the "Fortanga" outlet said that graduates are forced to personally come to college in order to receive a diploma – it cannot be received by mail or handed over to a relative. If a graduate refuses to sign the summons, an act is immediately drawn up about this with the participation of attesting witnesses, says the website of the "Memorial" Centre.

If a graduate refuses to take the summons, a fine is provided for a failure to fulfil the military registration duties, or criminal liability for evading service, which provides for a fine, forced labour, arrest or deprivation of freedom for up to two years.

Ingush authorities have reported that they had over-fulfilled the conscription plan. "Thanks to the explanatory work with the involvement of public organizations and the clergy ... Ingushetia has by more than 100% fulfilled the plan for this year's spring conscription," Makhmud-li Kalimatov, the head of the republic, has written in his Telegram channel.
