In KChR, two conscripts fined for rejecting summonses

A court in the Karachay-Cherkessian Republic (KChR) has imposed fines on two conscripts, treating their refusals to take summonses to the military commissariats as evasion from service.

According to the "Kavkaz.Realii"* project, one of the conscripts refused to receive his summons, after which, according to the KChR's Prosecutor's Office, the court fined him by 100,000 roubles.

Another resident of the republic, Kemal Gochiyaev, was charged with a similar offence and fined by 25,000 roubles. Gochiyaev asked to consider his case under the special procedure without proving his guilt in court; therefore, he was awarded the minimum fine.

According to the ruling, Gochiyaev received his summons, but failed to appear at the commissariat. Later, he refused to receive his summons against signature. "Thus, he deliberately evaded conscription for military service in the absence of legal grounds for exemption from this service," the text of the ruling says.
