"Memorial" prepares instruction for people registered by MIA

The Human Rights Centre (HRC) "Memorial" has prepared instructions for the people included by the police in the prevention registration lists. A manual compiled by lawyers includes detailed comments and examples of appeals to be filed to the Ministry Internal Affairs (MIA) and courts.

According to the authors of the manual "Violations in preventive registration", the prevention of terrorism in the North-Caucasian republics "took the forms beyond the law."

"Reasons for inclusion of a person in a prevention registration list may vary widely. They may include adherence of a person to certain concepts of Islam, a beard of a certain length or a certain clothes. Very often, the above reasons have no legal justification. A huge amount of random people included in the lists," notes the HRC "Memorial".

According to the human rights defenders, "illegal inclusion of people in prevention registration lists and subsequent violation of their rights are one of the main reasons for the radicalization of young people in the Caucasus, particularly in Dagestan."

The manual indicates the importance of Article 51 of the Constitution of the Russian Federation, which allows a person not to testify "against him/herself, his/her spouse and close relatives as defined by the federal law."

The second step to protect one's rights is to get official information. The third step is to appeal against violation of the rights. In case if a complainant is not satisfied with the court's decision, then it is to be challenged in higher courts.
