"Kommersant": Kadyrov Fund would not report to MoJ

The Chechen leader and his retinue keep control over a multimillion flow of funds, aimed at realization of all major initiatives in the republic; it is done through the fund named after Akhmat Kadyrov and its affiliated organizations, the "Kommersant" reports.

The "Caucasian Knot" has reported that on May 25 a documentary about the head of Chechnya entitled "The Family" was posted on the YouTube. The film drew attention to the Kadyrov Fund. According to its authors, Chechnya has enforced a system of collecting tribute from all the residents – the money then gets into the fund. Chechen media have treated this information as a lie. According to Chechen authorities, the fund is sponsoring reconstruction of Chechen villages and construction of mosques; it finances resettlement of residents from dilapidated houses, and even pays the money to children, born on the birthday of Prophet Muhammad.

The Kadyrov Fund is one of least transparent organizations in Russia, the "Kommersant" writes. Detailed reports on its work cover only the period of 2004-2007. The fund itself explains that it reports about its activities in republic's media; however, under the law, the bulk of the information must be available in the databases of the Russian Ministry of Justice (MoJ), the "Kommersant" writes.

"In this way or other, the control of all major real estate objects is in the hands of the fund, or people close to Ramzan Kadyrov," the "Kommersant" reports, confirming the information that employees of Chechen budgetary institutions are obliged to transfer 10% of their incomes to the fund.
