Ingush residents claim their detained relatives are tortured

Abukar and Islam Evloev, two residents of the village of Sagopshi of the Malgobek District of Ingushetia, detained by law enforcers on June 17, are being tortured and beaten at the IVS (temporary detention facility). This was reported by their relatives.

"They were detained in the early morning. After the detention, 22-year-old Abukar Evloev, who was exempted from the army service because of his sickness, was taken to the Centre for Combating Extremism of the Ingush Ministry of Internal Affairs (MIA). There, they tortured him with electric current, put a plastic bag on his head and beat him. I have a suspicion that he was raped. He is to undergo a forensic examination," a relative of Abukar Evloev has said.

According to the mother of the second detainee, 24-year-old Islam Evloev was also beaten.

"They put a plastic bag on his head. They beat him with a bottle of water and kicked him. He has said he was willing to sign even that he had allegedly been a Khattab's assistant. All that happened without an advocate," Islam Evloev's mother told the "Caucasian Knot" correspondent.

The detainees' relatives have appealed for help to the Ingush Ombudsman, the Public Monitoring Commission (PMC) and the Ingush branch of the Human Rights Centre (HRC) "Memorial".
