A Mamedkal resident complained about the conditions for receiving payments after the flood.

A Mamedkal resident whose home was in the flood zone cannot receive any payments because he is registered in a different building.

As reported by Kavkazsky Uzel, housing losses due to flooding in Dagestan are compensated with a housing certificate to prevent misuse of the allocated funds. Mandatory payments for damaged vehicles and lost livestock are not provided in the republic. Compensation denials can be challenged through the prosecutor's office or in court.

The appeal from a Mamedkal resident was published on the Telegram channel "Atypical Makhachkala," which has over 226,000 subscribers. By 6:00 AM Moscow time, the post had garnered over 27,000 views.

A village resident who has been helping other victims in Dagestan since the early days is unable to receive his own payments. He has been busy organizing, supporting, and providing assistance to the victims, practically missing the payment deadlines. One of his complaints concerns the lack of registration in the house that was at the epicenter of the flooding.

"This is house number 5, and not far from here is house number 4. My entire family, including my mother and I, are registered in house number 4. Due to the state of emergency declared in Mamedkala, everyone is receiving compensation, but many people can't register, including my family, because I'm registered in the house across the street but actually live here. What about the people who came here and rented apartments or a house, or who were given a house to relatives to live in? Shouldn't they receive anything?" the local resident says in the video.

Furthermore, he complained about the lack of timely and complete information from official sources for affected citizens.

"We were given a tight deadline to submit documents: we have until the 1st, and now they seem to have done it by the 20th. Why are you forcing people to meet deadlines? People are busy cleaning their houses. For example, I had no time for that; I was helping others. What should elderly people do if they don't have the information?" he said.

In his opinion, an entire system has been created to make it difficult for people to receive the compensation they are entitled to.

"I would really appreciate it if someone spokesperson would speak up and explain to people how this all works, because many people aren't legally savvy," a village resident concluded.

In the North Caucasus, floods caused by heavy rains began in late March and have become some of the most devastating in recent years. Dagestan and Chechnya suffered the most from the disaster, according to the Caucasian Knot report "Spring Flooding in the North Caucasus - 2026." The Institute of Geography of the Russian Academy of Sciences has linked regular flooding in Dagestan to a combination of natural processes and anthropogenic impacts, which exacerbate the scale of natural disasters. In particular, development on river floodplains, deforestation, and ignoring water protection zones "literally multiply the consequences" of a flood, which under other conditions could have passed relatively calmly, noted Doctor of Geographical Sciences Alexey Gunya.
