Security forces detained three Sochi mayor's office officials.

Sochi Deputy Mayor Yevgeny Gorobets, Legal Department Director Roman Ryabtsev, and Municipal Land Control Department Head Aslan Achmizov have been detained by law enforcement.

Sochi Deputy Mayor Yevgeny Gorobets, Legal Department Director Roman Ryabtsev, and Municipal Land Control Department Head Aslan Achmizov have been detained as part of an investigation into their involvement in illegal activities, law enforcement officials told TASS.

Yevgeny Gorobets took office in August 2024. In the Sochi administration, he coordinates legal, land, and property relations, and is also responsible for municipal land control and investment, according to the administration's website.

Gorobets was one of the coordinators of the cable car metro construction project in Krasnodar, heading the "City Economy" committee within the Krasnodar Mayor's Council for Strategic Development, according to 93.ru.

Krasnodar authorities first hatched plans to build a cable car metro in 2017. Initially, the 36-kilometer cable car with 13 stations was envisioned as another form of public transportation and a way to solve traffic congestion.

According to media reports, the bank provided the city with approximately $400,000 in 2019 to prepare the project for investors. In August 2023, the cable car metro idea was deemed ineffective, and its construction was abandoned. Gorobets had held the position of Deputy Mayor of Sochi since the summer of 2024. He coordinated the resort administration's legal, land-property relations, municipal land control, and investment matters. As reported by the Caucasian Knot, in September 2024, a court arrested former Sochi Mayor Alexey Kopaigorodsky. He is charged with bribery, embezzlement, and receiving significant remuneration. His wife, Yanina Kopaigorodskaya, is accused of embezzlement, bribery as an intermediary, and witness tampering. Investigators believe the couple, using their positions, illegally obtained nearly 332 million rubles. In August 2025, Kopaigorodsky was charged with laundering criminal proceeds in the amount of over 104 million rubles. His wife is also involved in this case.

On November 21, 2025, the Prosecutor General's Office approved the indictment and referred the case of Alexey Kopaigorodsky and his wife, Yanina Kopaigorodskaya, to the Supreme Court to determine territorial jurisdiction. The Supreme Court determined the territorial jurisdiction of the case, and it was transferred for consideration to the Meshchansky Court of Moscow.
