Ullubiy Khanmurzaev ended his hunger strike in the detention center.

Former head of the Buinaksk district, Ullubiy Khanmurzaev, suspected of fraud, ended his week-long hunger strike in pretrial detention center No. 1 in Makhachkala. According to investigators, he instructed local school directors to fictitiously employ his common-law wife.

As reported by Kavkazsky Knot, at the end of January, the Kirovsky District Court of Makhachkala remanded Ullubiy Khanmurzayev, former head of the Buinaksk District of Dagestan, into custody for two months on suspicion of fraud.

The former head of the Buinaksk district, Ullubiy Khanmurzaev, ended his hunger strike in Detention Center No. 1 in Makhachkala. This was announced today by Shamil Khadulaev, Chairman of the Public Monitoring Commission of Dagestan, on his Telegram channel.

According to Khadulaev, Khanmurzaev himself announced the end of his hunger strike on January 27 in Pretrial Detention Center No. 1.

According to the investigation, the suspect, while holding an official position, instructed the directors of two local schools to fictitiously hire his 28-year-old common-law wife as a teacher-psychologist in September 2023 in the district administration building, the press service of the Ministry of Internal Affairs of Dagestan reported today on its Telegram channel.

From that time until November 2024, the fictitiously hired teacher was paid more than 500,000 rubles in wages, the agency clarifies.

As a reminder, Ullubiy Khanmurzaev is a former investigator with the Investigative Committee of the Russian Federation. He was appointed acting The head of the Buinaksk District Administration in January 2023. In the lead-up to the district head election, district assembly deputies reported pressure. On July 5, 2023, Khanmurzaev was elected head of the municipality, with all 36 deputies participating in the session supporting his candidacy.

There are allegations that Ullubiy Khanmurzaev was a protégé of the influential former Secretary of State Magomed-Sultan Magomedov, and that after law enforcement officials raised questions about him, actions were taken against the district head, political scientist Albert Esedov previously told the "Caucasian Knot." As a reminder, on June 25, 2025, security forces detained Magomed-Sultan Magomedov, and on July 1, it was announced that he had been dismissed from his post as Secretary of State. The FSB has voiced its suspicions about Magomedov's involvement in the theft of the largest federal oil transshipment complex in the North Caucasus, Dagnefteprodukt, from the state. While serving as Secretary of State, Magomedov was not an active public figure, but he used his position to form a powerful group within the republic, according to local analysts.
