Police deemed the actions of ATV riders who rode along Anapa's beaches a violation of the sea protection zone regulations. Authorities issued citations against the drivers for violating the emergency regulations imposed after the fuel oil spill.

As reported by "Caucasian Knot," a state of emergency was declared in Anapa after a fuel oil spill resulting from a collision between two tankers. Beach cleanup efforts continue. On November 14, the Krasnodar Krai task force reported no new emissions.

On December 15, 2024, two fuel oil tankers sank in the Kerch Strait. A crew member of one of the tankers died as a result. Additionally, an oil spill occurred, leading to catastrophic environmental consequences, according to the "Caucasian Knot" report "Fuel Oil Spill in the Kerch Strait."

The organizer and participants of the ATV beach ride were held administratively liable, the press service of the Anapa Department of the Ministry of Internal Affairs of Russia reported.

Police officers issued several administrative offense reports against the offenders under Part 1 of Article 8.42 of the Code of Administrative Offenses of the Russian Federation, "Violation of the Special Regime for Conducting Economic and Other Activities on the Coastal Protective Zone of a Water Body," and under Part 2 of Article 12.2 of the Code of Administrative Offenses of the Russian Federation, "Driving a Vehicle Without State Registration Plates." City hall staff drew up administrative violation reports under the article "Failure to comply with the requirements of norms and regulations for the prevention and response to emergency situations."

Earlier today, police reported that a mass mob had raced across the beach area in the Pionersky Prospekt district. "A group of citizens on more than 50 ATVs and buggies drove across the beach area, creating a danger to themselves and others."
