Prosecutors identified violations in the Kizilyurt colony for the second time in five months.

The Makhachkala prosecutor reported violations in colony No. 8 in Kizilyurt. In March, violations in the same colony were identified during an inspection by the acting prosecutor of Dagestan, Alexey Rodivilov, and the agency then put their elimination under control.

As reported by "Caucasian Knot", in February 2022, it was decided to close the women's correctional colony No. 8 in Kizilyurt due to a lack of prisoners. It had been operating since November 1997 and was designed for 184 convicts. Women from Dagestan, Kalmykia, Chechnya, Moscow, and the Astrakhan region served their sentences there. Later, the institution was reprofiled as a settlement colony No. 8.

The Makhachkala prosecutor overseeing compliance with laws in correctional institutions of Dagestan inspected the settlement colony No. 8. Following the inspection, violations were identified and prosecutorial measures were taken.

The report from the prosecutor's office was published today by RIA "Dagestan".

During the inspection, the prosecutor examined the punishment isolation cells, living quarters, and utility rooms. The material and household support and medical and sanitary provision for the convicts, the quality of food, compliance with their labor rights when involved in work, and the administration's adherence to regime requirements were also checked. The prosecutor also held a personal reception for the convicts, as stated in the message.

Five months earlier, on March 26, the prosecutor's office had already reported violations in colony No. 8. At that time, the acting prosecutor of Dagestan, Alexey Rodivilov, along with the head of the Federal Penitentiary Service (FSIN) for the republic, Sergey Roldugin, also inspected this colony.

The prosecutor's office message from March 26 indicated that the elimination of violations was put under control.

In both cases, the agency did not specify what violations were being referred to.

On the website of the "Garant" service, a Cassation ruling from the Fifth Cassation Court of General Jurisdiction dated January 15, 2025, was published. It states that violations were recorded in the isolated section functioning as a correctional center at colony No. 8. According to court materials, inspections by the Dagestan prosecutor's office in December 2022, the Kizilyurt interdistrict prosecutor's office in February 2023, and a commission from the General Prosecutor's Office in March 2023 identified violations of the requirements for material and household support for convicts and sanitary-epidemiological standards. In July 2023, these violations were identified again.

In particular, the premises for holding regime violators needed major repairs, replacement of window openings, and internal toilets.

As of 17:15 MSK on August 31, there were no comments on the violations in colony No. 8 on the FSIN website for Dagestan.
