Senator Salpagarov reached a settlement agreement in an anti-corruption lawsuit.

A Moscow court has dismissed the Prosecutor General's Office's claim for the seizure of the property of Senator Akhmat Salpagarov and 27 other individuals due to a settlement agreement. Three individuals' claims for the return of land in the Teberda National Park to the state remain in effect.

As reported by "Caucasian Knot," in mid-December 2025, a Moscow court upheld the Karachay-Cherkessia Prosecutor's Office's claim for the return of illegally expropriated land in the Teberda National Park, valued at 279.7 million rubles, to the state.

The Nikulinsky Court of Moscow dismissed proceedings on the Prosecutor General's Office's claim to seize the property of Senator Akhmat Salpagarov for state use due to an agreement between the parties, Interfax reported.

Proceedings on the claim were also dismissed against the former head of the Karachayevsky urban district, Saparbiy Laipanov, 26 trusted individuals, and five affiliated organizations. The petition was filed by Senator Salpagarov, his brothers, ISK Kubanskoye LLC, Dombay 3012 JSC, and SZ Dombay LLC. However, the prosecutor's office retained the claims against three individuals regarding the seizure of lands from the Teberda National Park in Karachay-Cherkessia by the state.

"The court, having reviewed the terms of the agreement concluded to resolve the dispute, concluded that it does not contradict the law and does not violate the rights of the parties or the rights of others, and approved the settlement agreement," TASS quotes the Moscow City Court press service as saying.

Previously, the Prosecutor General's Office filed a lawsuit against Salpagarov, his relatives, and affiliated entities demanding the seizure of the Kubanskoye construction company, valued at approximately 4 billion rubles, land plots, and 196.6 million rubles by the state. The defendants in the case are 27 individuals and five companies.

According to the prosecutor's office, in the 2000s, the defendants illegally acquired land from the Teberda National Park at a price significantly below market value. They used the land to build a five-star hotel. The defendants' representatives dispute this. They argue that the disputed properties were built in a specially protected natural area, not a national park, and there is no violation of the law.

The Teberda National Park, located on the northern slopes of the Main Caucasus Range, was established in 1936. The national park covers 112,606 hectares, with approximately 80% of the territory located at an altitude of over 2,000 meters above sea level. It is home to more than 150 lakes and over 100 glaciers, according to TASS.

Salpagarov has represented the Karachay-Cherkess Republic in the Federation Council since 2015. He was re-elected to this position in September 2019. Interfax clarifies the position.

The "Caucasian Knot" also reported that a plot of land in the Elbrus National Park was illegally transferred to the ownership of a resident of Kabardino-Balkaria based on a forged decree from the head of the village of Elbrus, the prosecution claims.
