Residents of a Dagestani village have been evacuated from the flood zone.

In the village of Adilyotar in the Khasavyurt district, 468 homes were flooded, and authorities reported the evacuation of residents. Forty-three patients from the Batayurt hospital were also evacuated.

As reported by the "Caucasian Knot," on March 28, more than 20 private homes were flooded in Makhachkala. 103 people were evacuated from the flooded areas, 30 of whom were taken to temporary accommodation centers. Houses in the city were flooded, and appliances, furniture, and cars were damaged. A state of high alert has been declared in Dagestan, and a state of emergency has been declared in Makhachkala.

In the village of Adilyotar, 468 houses were flooded, local authorities are evacuating people from the village, said the acting head of the Khasavyurt district, Bagautdin Mamayev. A video of his report was published at 1:40 a.m. Moscow time on the district administration's Telegram channel.

"The evacuation is taking place in large vehicles – Ural and KamAZ trucks. We currently have 30 people left to evacuate; two KamAZ trucks have left to pick them up," the official said in the video, recorded at night.

Bagautdin Mamayev noted that three evacuation points have been prepared. "But the civilian population didn't want to; they're mostly going to stay with their immediate family. Our evacuation centers are currently empty, even though they're fully prepared," he explained.

Forty-three patients were evacuated from the hospital in the village of Batayurt, Mamayev added. "Six of them were taken to the city hospital, the rest were taken home," he said.

As a reminder, in September 2025, heavy rains led to flooded substations and power outages in Makhachkala. Food spoiled in de-energized refrigerators, and cooking became difficult in apartments with electric stoves. Makhachkala residents have the right to demand compensation for damage caused by street flooding and extended power outages, the lawyers noted.

Dagestan authorities promised financial assistance to Makhachkala residents whose property was damaged by flooding, but did not announce the amount of assistance. Makhachkala residents paid 28,000-30,000 rubles for the towing and repair of flooded cars, while the authorities only paid 10,000 for property damage. Lawyers noted that car owners have the right to go to court to demand compensation from the mayor's office, which failed to ensure safe traffic.

Unresolved problems in the housing and utilities sector are a factor in the growth of protest activity in Dagestan, said Sergei Bachurin, head of the North Caucasus Federal District Ministry of Internal Affairs, on January 19. Makhachkala residents agreed with his opinion.

Dagestan Head Sergei Melikov, during a direct line on November 27, 2025, ignored pressing issues and gave only vague answers to questions raised. Residents of the republic were waiting for Melikov to explain the constant power and water outages, burning landfills, and rising prices for housing and communal services and transportation.
