Rostov-on-Don resident Yuri Bogachev was fined for holding a picket with a poster reading "We are waiting for the mobilized soldiers to return home."

The Proletarsky District Court of Rostov-on-Don fined Yuri Bogachev 20,000 rubles for organizing a public event without permission. The man organized a picket near the Fallen Soldiers Memorial with a poster reading "We are waiting for the mobilized soldiers to return home," according to a court ruling brought to the attention of Mediazona (listed as a foreign agent).

The ruling states that the event took place on February 26. Bogachev attended the event with a woman, whose name the court withheld. He prepared a poster, handed it to his companion, and then photographed and videotaped the event. At the hearing, the man did not dispute the information stated in the ruling. The court found no mitigating or aggravating circumstances.

As a reminder, on September 21, 2022, Vladimir Putin announced a partial mobilization. On October 28 of that year, the Minister of Defense reported to the president on its completion, but no corresponding decree followed. Lawyers have concluded that a presidential decree is not needed to end partial mobilization, Putin's press secretary explained.
