A state of emergency has been declared in apartment buildings in Taganrog following a drone strike.

As a result of a morning airstrike in Taganrog, eight residential buildings, six cars, and two industrial facilities were damaged. Authorities promised assistance to all victims and declared a local state of emergency in the area.

As reported by the "Caucasian Knot," this morning, the military shot down seven drones in the Rostov Region. In Taganrog, gas lines, an industrial facility, as well as residential buildings and cars, were damaged as a result of the attack. There are no injuries, the governor reported.

Eight houses and six cars were damaged in the attack

Five apartment buildings, three private homes, two industrial enterprises, and six cars were damaged in the air strike, Svetlana Kambulova reported on her Telegram channel.

"No information about casualties has been received," she wrote.

Later, the mayor reported on an extraordinary meeting of the emergency commission. "We decided to introduce a local emergency regime starting at 9:00 a.m. for the five facilities that sustained the most damage: two businesses, two apartment buildings, and one educational institution," Kambulova reported.

According to her, a working group has begun touring the damaged buildings to assess the extent of the damage. "Everyone will be provided assistance," the post stated.

The introduction of a state of emergency expands the powers to deal with the consequences

The state of emergency is provided for by Federal Law No. 68-FZ of December 21, 1994, "On the Protection of the Population and Territories from Natural and Man-Made Emergencies," the Kalmykia Ministry of Emergency Situations explained on its website on May 7, 2019.

According to the Ministry of Emergency Situations publication, depending on the level of emergency, the head of a city, district, governor, the Russian government, or the president can introduce the state of emergency. Natural disasters, man-made or man-made catastrophes, infectious epidemics, wartime events, and terrorist activity may be recognized as the cause of an emergency.

An official document is required to declare a state of emergency.

"An official document is required to declare a state of emergency. It specifies the causes of the emergency, justifies the need to declare it, the boundaries of the territory where it will be in effect, the forces and means to implement it, a list of measures, responsible officials and services, the time of entry into force, and the duration of the state of emergency," the publication states.

After declaring a state of emergency, authorized bodies are required to continuously monitor the cause of the emergency, notify authorities and the public, restrict public access to the emergency site, ensure public protection, and engage in emergency response.

"As a rule, the declaration of a state of emergency entails restrictions on the personal and public rights of citizens. Access to the emergency zone may be prohibited or restricted. Activities that could lead to new outbreaks are restricted. For example, during a state of emergency due to forest fires, visiting forests is prohibited. Evacuations may also be ordered," the Ministry of Emergency Situations reported.

This does not affect the rights and responsibilities of ordinary people or local residents.

The level of the state of emergency determines the authorities' ability to allocate budget funds for emergency situations, lawyer Maria Spasibukhova explained earlier to the "Caucasian Knot."

"This involves deploying the necessary equipment, the financial capacity to set up various stations, establish cooperation between various agencies, and engage paid specialists. This does not affect the rights and responsibilities of ordinary people or local residents," she said.
