Khoysky, Fatali Khan Iskender ogly

Azerbaijani politician and statesman.

Born December 7, 1875, in the city of Sheki, Elizavetpole Province. From a family of a colonel of Leib Guard Cossack Regiment. In 1901, graduated from Law Department of Moscow University. In 1902-1907, worked in the educational institutions in the Caucasus. Was a deputy of Second State Duma, member of Muslim faction; opposed the Government's migration policies. Was a follower of Cadet faction.

After the February Revolution of 1917, was a participant of First Congress of Caucasian Muslims (April 1917, Baku) and a member of Executive Committee of all-Russian Muslim Council elected at the First all-Russian Muslim Congress in Moscow in May 1917. Being non-affiliated, took part in the First Congress of Turkic Democratic Party Musavat (Equality), October 26 to 31, 1917. Supported the party's claim about giving Azerbaijan a wide autonomy within the federatively structured, democratic Russia. Headed Baku City Duma (October 1917 thru April 1918). Was an Education Commissar in Transcaucasian Commissariat (November 15, 1917, thru February 10, 1918). Was a member of Transcaucasian Sejm (February 10 thru May 26, 1918), joined Musavat faction and a democratic group of the non-affiliated. Since April 1918, was a Minister of Justice of the Transcaucasian Government. Was a member of the Interim National Council of Azerbaijan (May 27 thru December 7, 1918). Since May 27, was a chairman of the Executive Committee of the National Council. On May 28, formed the first government of Azerbaijani Democratic Republic. Was a chairman of the Council of Ministers since May 26, 1918, simultaneously being a Minister of Interior (May 28 thru June 17, 1918) and a Minister of Foreign Affairs (December 26, 1918, thru March 14, 1919).

Resigned due to the illegal operations of the members of the government with oil trading.

Khoysky's government hailed the Turkish occupation of the Muslim areas of the Caucasus in June and July and the capture of Baku by the Turkish army in September 1918. Was a member of Azerbaijani Parliament (December 7, 1918 - April 27, 1920). Was a Minister of Foreign Affairs (December 24, 1919 - March 30, 1920). Was a member of the Azerbaijani delegation at the First Conference of the Representatives of Transcaucasian Republics (April 25 - May 30, 1919) in Tiflis.

After the Soviet power was established in Azerbaijan on April 28, 1920, moved to Tiflis, where was assassinated by an unidentified individual on June 19, 1920.
